SUNAPEE BOARD OF SELECTMEN
1:00 PM Town Office Meeting Room
Friday, February 24, 2012

Present: Fred Gallup Chairman, Charlotte Brown, Suzanne Gottling, Emma Smith, Donna Nashawaty, Town Manager

Also Present: Charles Smith

Chairman Gallup opened the meeting at 1:00PM

REVIEW OF ITEMS FOR SIGNATURE:
Motion to approve the following CZC’S: Parcel ID: 0128-0072-0000, 110 Lake Ave. Abby Brown by Selectman Brown seconded by Selectman Gottling. Unanimous.
Motion to approve the following Land Disturbance Bond: Parcel ID: 0120-0017-0000, 15 Scotts Cove, Brenda Beckman by Selectman Gottling, seconded by Selectman Brown. Unanimous.
Motion to approve the following Sign Permit: Parcel ID: 0129-0074-0000, 552 Route 11, JCB Designscapes by Selectman Brown, seconded by Selectman Gottling. Unanimous.

Public Comments
Charles Smith said that Jolyon Johnson came to the Water & Sewer Commission meeting on Thursday night and stated he had purchased two (2) properties which contained the right of way for Perkins Pond sewer. Charles Smith said a discussion occurred regarding Jolyon Johnson going back and talking to Mrs. Perry regarding the location of the prior easement. Charles Smith wanted to know if the Selectmen were aware of this. Chairman Gallup stated that the Board was not aware of anything regarding Mrs. Perry, but knew that Jolyon Johnson had bought the two (2) properties and at this time had no intentions of going back and revisiting.

Selectmen Action
•Motion to accept the gift of the 2.23 acre parcel (Parcel ID: 0122-0032-0000 & 0123-0032-0000) owned from the Ludwig Family. The property is located on the westerly side of Jobs Creek Road, and abuts the land of the Sunapee Town Forest known as “Dewey Woods” by Selectman Gottling, seconded by Selectman Brown. Donna Nashawaty wanted it noted for the record; this is the vote that has to take place no sooner than seven (7) days, nor later than fourteen (14) days after the second public hearing. Donna Nashawaty went on to say that it would take Planning Board action to merge the lots and if they merged the lots, the Parcel ID number would be what would go into the “town forest”.   Unanimous.
•Motion to appoint Scott Blewitt to the Harbor House Livery Committee by Selectman Smith, seconded by Selectman Brown. Selectman Brown wanted to make a couple of comments regarding the volunteer form; there is no place on the form that tells the beginning and ending of a term or the length of the term, which Selectman Brown feels would be helpful. Chairman Gallup stated that the certificate of appointment does state the expiration date of term. Unanimous.  
•Motion to sign the updated utility easement deed (Perkins Pond Sewer) with the mortgage holder by Selectman Gottling, seconded by Selectman Brown. For the record, this is the foreclosed Jennings property.

Town Manager Report
•Donna Nashawaty presented the coalition letter urging support of CACR12, the education funding constitutional amendment by the Senate. Motion to authorize the Town Manager to draft a letter as presented on behalf of the Board of Selectmen by Selectman Brown, seconded by Selectman Smith.
•Donna Nashawaty stated that the Town Report was available on the town website and the “hard copy” will be available Friday, March 2nd at the Town Offices, Transfer Station, Library and Police Department.  
•Donna Nashawaty also stated that the sample ballots were mailed out.
•Donna Nashawaty will have flowers on Sharon Montambeault’s desk upon her return to work.

•Chairman Gallup informed the Board that the Highway Safety Committee met on Monday, February 20th and will experiment with a new traffic pattern during the afternoon parents’ pick-up on Election Day.
•Selectman Brown wanted to remind the Board about the Seniors Meet the Candidates on Monday, February 27th at the Methodist Church.
